Iowa Workforce Development’s (IWD) new Iowa Office of Apprenticeship (IOA) has put in place a process to recognize high school Quality Pre-Apprenticeship (QPA) programs and award certificates of completion to successful pre-apprentices. This process involves sharing student data, as permitted by state and federal laws, to better serve existing programs and grow new programs. Other benefits of registering include reports analyzing each participating school district’s and nonpublic high school's QPA data from Merit, whose portal will receive the QPA data, and the option to utilize Merit’s platform for students to digitally track credentials earned and other achievements.

This registration form is for Lead Program Organizations (educational institutions covered by the Federal Educational Rights and Privacy Act, or FERPA) participating in IWD's high school QPA data-gathering project, implemented through Merit. Lead Program Organizations each will have one QPA program but may have multiple QPA occupations/industry sectors within that program. The registration process starts, however, with selecting one industry sector with one or more related occupations.
If your QPA program includes more than one industry sector/occupation(s), please use the "Click here to add additional industries or occupations" button on the confirmation page after submitting this form to add additional industry sector/occupation(s) tracts. This option will also be included in the confirmation email you will receive after submitting the form.
Please note that Merit’s services will be available until Aug. 18, 2025. After that date, IWD plans to provide a new venue for QPA registration and data sharing.
